Organization of urban government in Berlin and reference values for Ho Chi Minh City

Abstract
This study analyzes the organizational model of Berlin’s urban government within the specific context of a “city-state” in a federal system, clarifying its institutional structure, operational mechanisms, and authority distribution. The study shows that Berlin has developed an effective governance model based on high autonomy at the state level combined with appropriate decentralization to districts. Comparing with Ho Chi Minh City, the study identifies limitations in decentralization, financial autonomy, and institutional specificity, and proposes solutions to enhance decentralization, improve the legal framework, and modernize governance.
