Enhancing the Legal Framework and State Management for ESG Practices in Industrial Parks: A Case Study of Hai Phong City.

Abstract

The global shift in Foreign Direct Investment (FDI) is compelling industrial parks (IPs) to internalize Environmental, Social, and Governance (ESG) standards. This article aims to evaluate the current legal framework and the effectiveness of state management regarding ESG practices in IPs, utilizing a case study of Hai Phong city. The research identifies two core institutional bottlenecks: (1) the fragmentation of inter-agency supervision mechanisms, which disrupts the "one-stop-shop" principle and increases transaction costs for enterprises Through the lens of economic management, the paper argues that an uncoordinated legal framework not only hinders the greening process but also degrades productivity and internal logistics supply chain efficiency. Consequently, the article proposes a comprehensive policy framework encompassing: institutionalizing a national Green Taxonomy, integrating ESG criteria into logistics infrastructure planning, and thoroughly empowering local Economic Zone Authorities with integrated supervisory functions to foster a sustainable investment environment.
