Personal Data Protection: Key New Provisions under Decree No. 356/2025/ND-CP

Abstract
Promulgated by the Government on 31 December 2025, and officially taking effect on 1 January 2026 , Decree No. 356/2025/ND-CP which details a number of articles of and measures for implementing the Personal Data Protection Law (2025) has contributed to establishing a robust legal framework for personal data protection in the digital era. The Decree not only specifies crucial personal data protection mechanisms but also resolves existing ambiguities and practical obstacles in the application of the Personal Data Protection Law. Within the scope of this research, the article focuses on elucidating the key new provisions and analyzing the key legal aspects in this implementing decree.
