Kinh nghiệm phát triển du lịch tái tạo của Các Tiểu vương quốc Ả Rập Thống nhất và hàm ý với Việt Nam

Biến đổi khí hậu, suy giảm đa dạng sinh học và áp lực tài nguyên đặt ra yêu cầu chuyển từ du lịch bền vững sang du lịch tái tạo, hướng tới tác động tích cực ròng cho hệ sinh thái và cộng đồng. Nghiên cứu phân tích kinh nghiệm Các Tiểu vương quốc Ả Rập Thống nhất (UAE) bằng nghiên cứu trường hợp định tính, tổng quan tài liệu và phân tích nội dung các chiến lược, tiêu chuẩn, chương trình quản trị và dự án phục hồi. Kết quả cho thấy, UAE nổi bật ở việc liên kết du lịch với tăng trưởng xanh và mục tiêu phát thải ròng bằng không; thể chế hóa bền vững bằng tiêu chuẩn, chứng nhận và công cụ đo lường; đầu tư hạ tầng xanh, dữ liệu số và giải pháp dựa vào thiên nhiên; huy động hợp tác công - tư. Tuy nhiên, UAE chưa có mô hình du lịch tái tạo thống nhất và tác động tích cực ròng vẫn cần được kiểm chứng. Bài viết đề xuất hàm ý cho Việt Nam về thể chế, dữ liệu xanh, quản trị điểm đến và đồng kiến tạo.
