Developing green finance to promote the green economy: International experience and recommendations

Abstract

Amid climate change, resource depletion, and growing demands for sustainable development, green finance plays an important role in mobilizing and allocating resources for green growth, energy transition, and emissions reduction. In Vietnam, the commitment to achieving net-zero emissions by 2050, together with strategies for green growth, climate change response, the circular economy, and energy transition, places increasing demands on the financial system to provide capital and manage transition-related risks. This study analyzes international trends in green finance development, focusing on the experiences of China, Singapore, and Thailand. It also assesses Vietnam’s legal framework, current progress, and limitations in green finance development. On this basis, the study proposes solutions to improve the institutional framework, diversify financial instruments, strengthen private capital mobilization, develop green data systems, and enhance the capacity of market participants.
