Abstract
Digital transformation is bringing about significant changes in local government governance practices, contributing to improved public service delivery, greater transparency, and enhanced administrative effectiveness. This study assesses the current state of digital transformation implementation in Vietnam based on indicators of administrative reform, digital transformation, and citizen satisfaction. The findings show that digital transformation contributes to improving the quality of public service delivery, enhancing transparency, and increasing the operational effectiveness of local governments. However, disparities remain among localities in both the level of digital transformation and governance effectiveness. Based on the analysis, the study proposes several solutions to enhance the effectiveness of digital transformation in conjunction with improving governance quality and the delivery of services to citizens and businesses.
