Conditions for ensuring the people’s right to exercise mastery in Vietnam’s socialist rule-of-law state in the new era

The people’s right to exercise mastery has consistently been emphasized in the leadership orientations of the Communist Party of Vietnam and in state governance. It is regarded as both an objective and a driving force of national development in the new era. In the context of accelerating technological application, digital transformation, innovation, and international integration, effectively exercising this right requires appropriate enabling conditions. This study examines the major conditions necessary to ensure the people’s right to exercise mastery in Vietnam’s socialist rule-of-law state in the new era. Particular attention is given to political, legal, economic, and other institutional and social conditions that support the substantive exercise of this right in practice.
