Improving Vietnam’s legal framework for green logistics in tourism to meet sustainable development requirements

Abstract
Amid climate change, natural resource depletion, and international commitments to reducing greenhouse gas emissions, green logistics has become increasingly important to sustainable tourism. Modern tourism involves a complex logistics chain encompassing passenger transport, food supply, warehousing, baggage handling, waste management, and goods distribution. However, Vietnam’s current legal framework regulates tourism, environmental protection, transportation, and logistics largely as separate sectors and lacks an integrated framework for green logistics in tourism. This study analyzes relevant legal provisions, identifies major regulatory gaps in promoting green logistics across the tourism value chain, and draws on international experience. It proposes directions for improving Vietnam’s legal framework to support the tourism sector’s green transition, strengthen environmental responsibilities throughout tourism supply chains, and contribute to sustainable development and Vietnam’s commitment to achieving net-zero emissions by 2050.
