Current situation and solutions for preventing fraudulent appropriation of property in Ho Chi Minh City

This study examines the current situation and proposes solutions to improve the prevention of fraudulent appropriation of property in Ho Chi Minh City during 2021–2024. The study employs legal analysis and synthesis, statistical and comparative methods, and document research based on data from criminal justice authorities and applicable legislation. The findings show that the number of criminal cases increased from 134 in 2021 to 526 in 2024, while the number of offenders rose from 157 to 716. The study also identifies shortcomings in inter-agency coordination, data-sharing mechanisms, and public legal education, particularly amid the increasing use of digital technologies and online platforms in fraudulent activities. It recommends improving the legal framework, strengthening state governance, enhancing cooperation among competent authorities and service providers, and expanding public awareness of cyber-enabled fraud.
