International trends in the legal regulation of megacity development and lessons for Ho Chi Minh City

Abstract
This study examines international trends in megacity development and the governance and policy mechanisms adopted in selected major cities to derive lessons for Ho Chi Minh City. Using legal analysis, synthesis, and comparative methods, the study finds that Ho Chi Minh City’s population size and urbanization rate increasingly require a governance framework appropriate for a megacity. However, the existing legal system does not fully address the city’s distinctive needs concerning infrastructure, housing, transportation, environmental management, and local government organization. The study recommends establishing special mechanisms and policies for Ho Chi Minh City and other special-class urban areas in Vietnam. It also proposes developing an Urban Development Law to create an integrated legal framework for modern, sustainable infrastructure development, urban governance, and local government organization.
