Improving the law on controlling administrative power in the licensing of plant protection product businesses in Vietnam

Abstract
This study examines the theoretical and legal foundations for controlling administrative power in the licensing of plant protection product businesses in Vietnam. It analyzes the current legal framework and its practical implementation, identifying achievements, limitations, and their underlying causes. Without appropriate control mechanisms, licensing powers may lead to arbitrariness, abuse of authority, harassment, and restrictions on the lawful freedom of business. The study proposes improving legal transparency and accountability, accelerating digital transformation in licensing procedures, strengthening social supervision, and enhancing judicial review of administrative decisions. These recommendations aim to protect the freedom of business guaranteed by the 2013 Constitution, improve the effectiveness of state administration, and promote sustainable agricultural development in the context of international integration.
