Improving legal compliance mechanisms in Vietnam’s economic–defense enterprises: Evidence from Lung Lo Construction Corporation

Abstract

This study analyzes legal compliance at Lung Lo Construction Corporation across corporate governance, personnel administration, internal finance, debt management, state capital investment, labor and wages, business operations, and technical equipment management. Based on the Corporation’s internal regulations and the distinctive characteristics of an economic–defense enterprise, the findings indicate that a relatively comprehensive regulatory framework has been established for key operational areas. However, the compliance mechanism remains fragmented across internal regulations and requires continued review and updating to ensure consistency with current law. The study proposes improving the compliance structure, strengthening coordination and reporting mechanisms, integrating internal regulations, enhancing managerial accountability, and developing a unified Code of Legal Compliance and Conduct applicable throughout the Corporation.
