Early intervention framework for credit institutions in Vietnam: ananalysis ofthe Law on Credit Institutions 2024 and related regulations

Abstract
This report presents an in-depth analysis of the legal framework governing early intervention for credit institutions in Vietnam, with a particular focus on the significant amendments and additions introduced in the Law on Credit Institutions 2024. The post-global financial crisis context has underscored the necessity of proactive intervention mechanisms to safeguard financial system stability. In Vietnam, the continuous evolution of early intervention regulations from initial provisions to a dedicated chapter in the 2024 Law reflects the strong commitment of the State Bank of Vietnam (SBV) to risk management and crisis prevention. The report delves into definitions, applicable scenarios, restrictive and supportive measures, as well as the authority and procedures for early intervention under the latest legal provisions. Additionally, it examines the rights and obligations of credit institutions subject to early intervention and the termination process, clarifying shifts in regulatory philosophy and their implications for banking system stability and transparency.
