Nâng cao hiệu quả triển khai vốn đầu tư cơ sở hạ tầng các dự án giao thông tại Việt Nam

Tóm tắt

Thông qua thảo luận về mối quan hệ giữa các nguyên nhân có thể xảy ra và các giải pháp tiềm năng, nghiên cứu này nhằm mục đích cải thiện hiệu quả triển khai vốn dự án đầu tư cơ sở hạ tầng giao thông (CSHTGT) tại Việt Nam. Các nguyên nhân dẫn đến chi phí vượt mức trong các giai đoạn của vòng đời dự án giao thông có thể do hạn chế về kiến thức kỹ thuật của các bên liên quan, nền kinh tế yếu kém của quốc gia và nhà đầu tư, hành vi tâm lý và ảnh hưởng chính trị. Qua đó, nghiên cứu đề xuất những giải pháp được áp dụng trong các giai đoạn khác nhau của vòng đời dự án với kỳ vọng tăng hiệu quả tổng thể của dự án. Phần lớn các phương pháp tập trung vào việc giảm thiểu các biến động chi phí trong các quá trình dự án hoặc tối đa hóa giá trị được tạo ra trong khi vẫn duy trì các tính năng, chức năng và đặc điểm cần thiết của sản phẩm cuối cùng.
