Trong nhiệm kỳ trước, với chính sách đối ngoại “Nước Mỹ trên hết”, chính quyền của Tổng thống Donald Trump, dường như đã từ bỏ vai trò lãnh đạo toàn cầu trên hầu hết mọi mặt trận, đặc biệt trong quan hệ kinh tế quốc tế. Tháng 1/2021, Tổng thống Joe Biden nhậm chức, đã cam kết “sửa chữa các liên minh (của Mỹ) và quay trở lại vị thế lãnh đạo của Mỹ”. Trong quan hệ kinh tế quốc tế, điều này có thể được hiểu là việc quay lại ủng hộ WTO, xóa bỏ các rào cản đối với thương mại quốc tế và phục hồi hệ thống thương mại đa phương dựa trên luật lệ. Tuy nhiên, chính quyền Biden đã không thực hiện được điều này, những hạn chế về kinh tế và chính trị vẫn là những trở ngại không thể lay chuyển đối với những yêu cầu thay đổi trong chính sách thương mại quốc tế của Mỹ. Bài viết này phân tích một số chính sách thương mại chủ chốt của chính quyền Biden đối với thuế quan, với các Hiệp định thương mại tự do và với thương mại Mỹ - Trung, đồng thời kỳ vọng chính quyền Biden sẽ thực hiện các sáng kiến mới quan trọng để hỗ trợ hệ thống thương mại đa phương và luật pháp thương mại quốc tế, nhằm mang lại lợi ích cho cả Mỹ và thế giới.
