Abstract
Department of Operations, Dien Bien Province Customs Department Abstract: Training and retraining commune-level cadres and civil servants in Vietnam is an essential task to strengthen their professional skills, expertise, overall qualities, and capabilities. Such efforts are essential for enhancing the efficiency of state administrative functions and meeting the demands of socio-economic development. To achieve these set objectives, it is essential to complete legal frameworks to ensure that training and retraining are conducted in a scientific, effective, and coordinated manner.
