Improving laws on the organization and operation of the centrally-run cities' authorities

Renovating the organization and operation of the state apparatus in general and the organization and operation of the centrally-run cities’ authorities in particular is one of the tasks that the Communist Party of Vietnam and the Government of Vietnam pay special attention to. To improve the organizational model of centrally-run cities, it is first necessary to complete its related legal framework. This paper analyzed the current organizational model of centrally-run cities in Vietnam. Based on the paper’s findings, some solutions were proposed to improve regulations on the organization of centrally-run cities’ authorities in the current context, including: considering the amendment of the Law on Local Government Organization; promulgating legal documents to centrally regulate the organization of centrally-run cities’ authorities; overcoming the absence of representative democratic institutions as People's Councils are abolished; strengthening control of power, especially in areas where administrative units do not organize People's Councils; etc.
