Abstract
Thanks to ecological advantages of the Cat Ba Archipelago World Biosphere Reserve and an extensive mangrove forest system, Hai Phong possesses strong potential to develop green tourism and position itself as a leading “green destination” in Vietnam. However, current regional cooperation remains largely concentrated along the Ha Long (Quang Ninh) - Cat Ba (Hai Phong) heritage axis, characterized by fragmented standards and limited integration across the broader tourism value chain. This study evaluates the existing landscape of regional cooperation, identifies key opportunities and constraints, and provides a comprehensive analysis of the structural factors shaping the development of green tourism in Hai Phong.
