Vấn đề tuân thủ luật nhân đạo và luật nhân quyền quốc tế của công nghệ số: Khuyến nghị cho Việt Nam

Nghị quyết số 57-NQ/TW và Nghị quyết số 68-NQ/TW của Bộ Chính trị đã đưa ra định hướng thúc đẩy doanh nghiệp công nghệ số Việt Nam mở rộng đầu tư ra nước ngoài. Tuy nhiên, tình hình chính trị quốc tế diễn biến phức tạp và gia tăng xung đột vũ trang đặt ra yêu cầu cấp thiết về tuân thủ luật nhân đạo và luật nhân quyền quốc tế trong hoạt động kinh doanh xuyên quốc gia. Bài viết phân tích yêu cầu thẩm tra doanh nghiệp (due diligence) trong hoạt động hợp tác, đầu tư có liên quan đến khu vực hoặc chủ thể chịu tác động của xung đột, đồng thời đối chiếu với một số khuyến nghị của các tổ chức quốc tế. Trên cơ sở đó, bài viết đề xuất một số khuyến nghị nhằm hỗ trợ doanh nghiệp công nghệ số Việt Nam tăng cường tuân thủ luật nhân đạo và luật nhân quyền quốc tế khi mở rộng hoạt động ra nước ngoài.
