Public sector accounting reform in Vietnam toward enhancing the usefulness of accounting information

Abstract

Public sector accounting reform is shifting from a primary focus on budget control and settlement toward the provision of useful information for financial management, accountability, and decision-making. The introduction of the new accounting regime for administrative and public service units, together with the development and improvement of Vietnamese Public Sector Accounting Standards, provides an important foundation for enhancing the quality of public sector accounting information. This study analyzes the current state of reform and its limitations and proposes solutions that place the usefulness of accounting information at the center of the public sector accounting reform process.
