Rào cản phi thuế quan và hiệu quả xuất khẩu thủy sản Việt Nam: Vai trò trung gian của chi phí thương mại

Nghiên cứu đánh giá tác động của các rào cản phi thuế quan, bao gồm rào cản kỹ thuật (TBT), biện pháp vệ sinh dịch tễ (SPS) và thủ tục hành chính (ADM), đến hiệu quả xuất khẩu (PERF) của ngành thủy sản Việt Nam qua vai trò trung gian của chi phí thương mại (COST). Phương pháp PLS-SEM trên phần mềm SmartPLS 3 được áp dụng để phân tích dữ liệu khảo sát từ 350 mẫu là các nhà quản lý, trưởng phòng xuất nhập khẩu. Kết quả cho thấy, cả 3 rào cản đều làm gia tăng mạnh chi phí thương mại, trong đó thủ tục hành chính có tác động lớn nhất (β = 0.371). Chi phí thương mại đóng vai trò trung gian truyền dẫn tác động tiêu cực, làm suy giảm hiệu quả xuất khẩu của doanh nghiệp. Từ đó, nghiên cứu đề xuất các giải pháp nâng cao năng lực tuân thủ tiêu chuẩn quốc tế và cải cách thủ tục hành chính.
