Đổi mới cách tiếp cận đo lường nội địa hóa phục vụ chính sách công nghiệp ở Việt Nam

Bài viết phân tích sự thay đổi của khái niệm nội địa hóa trong bối cảnh toàn cầu hóa, tái cấu trúc chuỗi cung ứng và yêu cầu phát triển chính sách công nghiệp thế hệ mới. Nghiên cứu sử dụng phương pháp nghiên cứu định tính dựa trên phân tích tài liệu, tổng hợp chính sách và đối chiếu với thông lệ quốc tế nhằm làm rõ sự thay đổi của khái niệm nội địa hóa. Kết quả nghiên cứu chỉ ra khoảng trống hiện nay của Việt Nam không phải là thiếu các phương pháp xác định hàm lượng nội địa hay giá trị trong nước, mà là chưa có một khung đo lường được thiết kế để phục vụ quá trình hoạch định, thực thi và đánh giá chính sách công nghiệp. Trên cơ sở đó, bài viết đề xuất định hướng đổi mới cách tiếp cận đo lường nội địa hóa nhằm nâng cao hiệu quả hoạch định, thực thi và đánh giá chính sách công nghiệp.
