Thực tiễn chỉ ra rằng doanh nghiệp nhà nước (DNNN) phổ biến trên phạm vi toàn cầu, tham gia đa dạng các lĩnh vực khác nhau của nền kinh tế và đóng một vai trò quan trọng đối với nền kinh tế và sự phát triển của các quốc gia cũng như toàn cầu, đó là nhu cầu khách quan đối với khu vực doanh nghiệp này. Bài viết nhằm cải thiện hiệu quả của DNNN để khu vực này thực sự đóng góp vào sự phát triển chung của đất nước.
