Assessing the impact of internal control systems on crisis management capabilities: A case study of commercial banks in Ho Chi Minh City

Abstract
Commercial banks play a vital role in the Vietnamese financial system and economy. The Banking Sector Development Strategy to 2025, with a vision toward 2030, highlights the importance of ensuring the stability of credit institutions to foster sustainable growth. To achieve this, commercial banks must operate transparently, adopt advanced technologies, maintain financial safety, and align with international standards. In the face of globalization and rapid technological change, banks are increasingly exposed to diverse risks, necessitating robust crisis management capabilities. An effective internal control system is crucial for enhancing risk response and maintaining operational stability. This study focuses on the relationship between the effectiveness of internal control and crisis management capabilities in commercial banks, a topic that has received limited attention in previous research. Drawing from both domestic and international literature, the study develops a conceptual model based on COSO standards, exploring how strong internal controls can improve risk management skills. The study targets commercial banks operating in Ho Chi Minh City and aims to provide recommendations for strengthening internal control systems as a foundation for sustainable banking operations.
